First and foremost, we would like to thank Vietnam E-commerce Association (VECOM) for their publications of the Vietnam E-commerce Index Report series which we use to conduct the below dashboard. By that means, all credibility shall go to VECOM in acknowledgement of their incredible work and contribution to the overall development of e-commerce in Vietnam.
HR & Information Technology Infrastructure Index:

HR & ITI is the first pillar in the Vietnam E-Business Index. Components of this Index include the ability to meet competent human resources in the e-commerce sector, convenience in the full-time personnel recruitment process, investment structure for full-time e-commerce personnel, and the status of employees who regularly use e-mail or other supporting tools. Since 2021, other quantitative indicators have been added to the Index, namely the criteria related to payment. In the e-commerce sector, the application of cashless payment solutions (e.g. payment cards, e-wallets, etc.) has helped eliminate many disadvantages of traditional cash payments. It creates convenience and safety for consumers when shopping online. Therefore, indicators related to the number of e-wallet accounts and the number of payment cards are also taken into account. With these indicators, HR & ITI will reflect more accurately the e-commerce development situation in localities.


The business-to-consumer (B2C) transaction index is built on a set of component indicators, including:

  • Building a business website.
  • The frequency of updating information on the website.
  • Sales applications via social networks.
  • Joining e-commerce floors.
  • Mobile version website.
  • Mobile sales application.
  • Allowing shoppers to do the shopping process on mobile devices.
  • Order receiving status.
  • Website/mobile application advertising.
  • Revenue from online channels.
  • Per capita income.

Starting from 2021, other quantitative indicators are considered when calculating this indicator which include: Number of parcels sent by localities, the number of online stores on e-commerce floors by localities, the number of local enterprises that accept online payment, including e-wallets, and payment card acceptance devices.


The components of the business-to-business (B2B) transaction index are:

  • using software in the business
  • using electronic signatures
  • using electronic contracts
  • order receiving via online tools
  • order placing via online tools
  • the ratio of the website/mobile application investment, construction and operation
  • the average ratio of the population per enterprise

In addition, some other crucial indicators are also taken into consideration when calculating this index, including The ratio between the number of enterprises and the population in each locality; The number of enterprises in each locality using online business solutions on leading platforms; The number of local enterprises participating in the world's top B2B e-commerce floors.
